The Hawaii Statewide Transportation Plan (HSTP) is a policy guiding document and the driving force behind all transportation planning in Hawaii. It is designed to provide common direction to the multiple divisions of Hawaii’s Department of Transportation (Airports, Harbors, & Highways). It is intended to set a framework for dealing with issues that affect multiple transportation modes. The HSTP coordinates plans, sets objectives, and guides actions with a wide range of related government programs having transportation factors, connections or linkages, such as but not limited to energy, homeland security, and emergency services.
Areas of Emphasis
The HSTP will find ways to enhance multi-modal and inter-modal transportation planning. It will cooperate and enhance statewide goals for sustainability, deal with energy dependence, and enhance protection of natural resources. It will address changes in transportation demands due to shifting population demographics, varying economic trends, and pressures on the existing transportation network. Finally it will work to ensure Hawaii’s economic vitality in a global setting.
